Your original title was not clear. And I still feel your question has some underlying motive. -
You are trying to close temple doors for criminals? Then what is the use of temple?
Another thing is holding positions in temple as saintly people, but it sounds that you got personally hurt or something. The Lord is merciful to everyone but of course that does not mean temple managers will give special facilities to such people. But to close doors of temple that means you descend to their same category. -
This is a mute question. From all things I have heard or seen - none of those listed go to the temple and at least one is formally banned.

Are we talking general philosophy or particular cases here? Particular cases better denounce where its deemed, be the GBC or the police, or both. As per general philosophy I do not see your question yet.

It all depends on if they still do what made them criminals in the first place.
Narottam Das Thakur converted lots of dacoits, and those dacoits became 1st class people. The same with Jagai and Madhai. They committed all sorts of sins, but they became 1st class people; it depends on their actions.
What you're implying is similar to where your caste is ultimately determined by birth, and it can't be changed. -
Yeah, Vaisnavas are merciful and sometimes demoniac people can take advantage of that. Come to the temple, take advantage of the facilities and travel here and there within iskcon's free hotels.
Within iskcon they are respected because of all the service they did even if they got diverted. Outside of iskcon they are considered nothing.
Since they are prabhupada disciples we must pay obeisances to them etc even if they abused children, had boyfriends and were into drugs...

Now the conundrum does not lie in whether they should visit temple, the problem is when they are given special respect by men of little intelligence that partake of the "ex-swami will always be swami somehow" charade.
So the responsibility does not fall in the offender, he has the right to go to the temple, chant and render some service. That is very different as to "come back as if nothing has happened, take the vyasana by assault" typically happening.
Bad for them, bad for us and veeeery bad for who is in charge. -
they should not be allowed to come to the temple if they committed any of the following offenses :
rape
+
child molesting
+
stealing money
+
adultery /sodomy/stealing others people's wives
=most of the fallen or (some)current ISKCON gurus and GBC's and many of their followers
In other words,if you got all of the criminals in ISKCON (convicted and non-convicted ) to stand up,there would be very few people sitting.
